DAPHNE, Ala. — The Daphne Environmental Advisory Committee has canceled its November meeting and moved its December meeting two weeks earlier, the city announced, changes intended to make sure enough members are present to conduct business.

The committee’s meeting that had been scheduled for Monday, Nov. 23, will not take place. The December meeting, originally set for Monday, Dec. 28, has been moved to 3 p.m. Monday, Dec. 14.

The city said the December date was changed to accommodate a quorum, meaning the minimum number of members who must be present for the committee to hold an official meeting and take action.

Daphne Environmental Advisory Committee schedule changes

  • November meeting: Monday, Nov. 23, 2026 — canceled
  • December meeting: moved from Monday, Dec. 28, 2026, to Monday, Dec. 14, 2026, at 3 p.m.
  • Location: Jubilee Conference Room, Daphne City Hall, 1705 Main Street, Daphne

Residents who planned to attend either meeting should update their calendars. With the November session canceled, the Dec. 14 meeting will be the committee’s only remaining meeting of 2026.

Why the date moved

The original December date fell on the Monday between Christmas and New Year’s Day, a week when many people travel or take time off. Moving the meeting to mid-December makes it more likely that enough members will be available to attend.

A quorum matters because public bodies in Alabama cannot conduct official business without one. Under the Alabama Open Meetings Act, a meeting of a governmental body generally occurs when a quorum gathers to deliberate on or take action on matters within its authority, and those meetings must be open to the public with advance notice. Without a quorum, a committee can neither vote nor formally move items forward, so scheduling a meeting when too few members can attend would leave any pending business on hold.

What an environmental advisory committee does

Advisory committees like Daphne’s give residents with an interest or expertise in a particular subject a formal way to help shape city policy. As the name suggests, the committee’s role is advisory: it can study issues, discuss concerns raised by residents and make recommendations, while final decisions rest with the City Council and city administration.

Environmental issues are a frequent topic of discussion in Daphne, a growing Eastern Shore city on the shore of Mobile Bay. The city is known as the “Jubilee City” for the natural phenomenon in which fish, crabs and shrimp crowd into the shallows along the bay’s eastern shore, usually on summer nights, an event closely tied to water conditions in Mobile Bay.

Development, stormwater runoff, tree protection and the health of the bay and its tributaries are among the concerns that often come before local governments along the Eastern Shore as the area continues to grow.

How to attend

Environmental Advisory Committee meetings are held in the Jubilee Conference Room at Daphne City Hall, 1705 Main Street. Meetings of city advisory bodies are open to the public, and residents interested in environmental issues in Daphne are welcome to attend the rescheduled Dec. 14 session.

Agendas and any further schedule changes are typically posted by the city ahead of each meeting. Residents with questions about the committee or its upcoming meeting can contact Daphne City Hall.
