FOLEY, Ala. — Construction crews are at work on a $1.62 million project that aims to make it safer and easier to get around Foley’s Mills Community, while also improving how stormwater moves through the neighborhood.

The project includes approximately 8,700 feet of new concrete sidewalks along Mills Road, Little Rock Road, Airport Road, Dailey Lane and a portion of Baldwin County 65. It also includes drainage improvements along those routes.

Construction is expected to be finished in summer 2027.

Connecting a newly annexed community

The sidewalks will connect the Mills Community to other parts of Foley and improve access to the new Mills Community Park, which is also under construction.

The work follows the completion of the community’s annexation in 2023. City officials have since worked to advance plans for the park, sidewalks and drainage infrastructure.

Foley officials also worked closely with members of the Mills Community Action Group over several years to secure the necessary rights-of-way. Protecting mature trees along the proposed routes has been an important consideration throughout planning and design.

Part of a wider sidewalk network

The Mills project is one piece of a broader push to expand pedestrian connections across Foley.

  • Alabama 59: Work is nearing completion between Pride Drive and Azalea Avenue. That final section will complete approximately four miles of connected pedestrian access along the highway, from Miflin Road (County Road 20) north to Peachtree Avenue.
  • North Cedar Street: A planned extension will connect West Peachtree Avenue to Village Square Boulevard, building on approximately three miles of existing walkways.

City officials say the projects together reflect a continued investment in safer, more accessible pedestrian connections for residents.
