Mobile’s 2008 Annexation Proposal Targeted Theodore and Tillmans Corner

In August 2008, the City of Mobile was preparing to introduce a new annexation proposal that would include parts of Theodore and Tillmans Corner, according to an archived local news report.

City spokesperson Barbara Drummond told the station that the plan would be “very aggressive.” A map obtained by the station showed the areas the city hoped to add.

The report noted that Mobile had annexed portions of West Mobile the previous September, including Mobile Terrace, Cadillac Park, parts of the Schillinger Road business corridor and areas along Airport Boulevard.

What happened next

Under the annexation-by-election method in Alabama law, a city council adopts a resolution proposing to annex territory, the county probate judge sets an election, and only qualified voters who live inside the proposed area cast ballots. The Mobile City Council authorized such an election on Aug. 26, 2008, and the vote was held Oct. 7, 2008.

In the area designated as the Theodore Area, voters approved annexation 460 to 193, and on Oct. 16, 2008, Mobile County Probate Judge Don Davis declared that area part of the City of Mobile.
