The University of South Alabama’s Office of Community Engagement has completed its work under a $250,000 Defense Industrial Base Institute grant, capping a year-long project aimed at strengthening the Gulf Coast’s maritime workforce and raising awareness of shipbuilding and skilled-trade careers in the region.
The Navy-funded grant, awarded in June 2025, was developed in partnership with Northeastern University and focused on resilience and sustainability in the region’s defense industrial base — the network of shipyards, suppliers, training programs and skilled workers that naval construction depends on. Defense planners treat that base as a strategic asset, and investments in its workforce are viewed as directly tied to the nation’s shipbuilding capacity.
Dr. Joél Billingsley, vice president for Community Engagement at South, said the project connected the university directly with the region’s skilled-trade institutions and major developments such as the Mobile Naval Yard.
“This grant involved South joining Northeastern University as a partner, connecting our academic institution directly with skilled trade institutions and major regional developments like the Mobile Naval Yard,” Billingsley said.
Four core components
The project centered on four main efforts. Researchers conducted 100 stakeholder interviews with community and industry leaders to gauge workforce needs and gaps. Those interviews gave the project a grounded picture of where the pipeline between classrooms and shipyards is working — and where it leaks — drawing on the people who hire, train and supervise the region’s maritime labor force.
A regional working group examined how higher education programs align with the maritime industry’s needs. Aligning curricula with industry demand is a persistent challenge for community colleges and universities alike: training programs take time to build and accredit, while hiring needs shift with contract awards and production schedules. The working group’s task was to map which programs feed which jobs and identify where new or expanded offerings would do the most good.
The grant also funded a STEM Maritime Launchpad program aimed at exposing high school and graduate students to maritime career pathways. Early exposure is a recurring theme in workforce development research, since students rarely consider careers they have never seen — and shipfitting, welding and marine engineering are trades that many young people along the Gulf Coast have grown up near without ever learning about as options.
Finally, the project supported workforce development partnerships with Bishop State Community College centered on shipfitting, pipefitting and welding careers. Bishop State, the two-year college serving the Mobile area, has long been a primary training ground for the skilled trades that local shipyards draw from, and the partnerships tied the grant’s findings to concrete training pathways.
Linking the pipeline
Dr. Steven Scyphers, associate professor and chief sustainability officer in the university’s Department of Marine and Environmental Sciences, said the initiative was designed to link multiple pieces of the regional workforce pipeline.
He said the project “laid a foundation for long-term economic prosperity across the Gulf Coast region” by tying together community engagement, higher education, STEM education and trade certification pathways.
The completed grant comes as the Gulf Coast’s shipbuilding and defense industries continue to expand, driving demand for skilled trade workers in fields such as welding, pipefitting and shipfitting. Shipyards along the northern Gulf have absorbed billions of dollars in naval construction work in recent years, and every new contract multiplies the demand for certified welders and fitters — trades that take years to master and cannot be staffed overnight.
Partnerships between universities, community colleges and industry have become an increasingly common tool for building the pipeline of workers needed to support that growth, particularly in a region anchored by major employers tied to the Mobile Naval Yard and related maritime industries. The model pairs the research and evaluation capacity of a university with the hands-on training infrastructure of a community college and the hiring signals of industry, so that each partner’s investment reinforces the others.
For the University of South Alabama, the project also fits the mission of its Office of Community Engagement, which exists to connect the university’s research capacity to the needs of the region around it. Workforce development sits squarely in that role: a flagship university in a port city has both the data-gathering tools and the educational programs that a maritime economy requires, and grants like this one put those assets to work on a defined regional problem.
The Defense Industrial Base Institute framework that funded the work reflects a broader shift in how the Navy approaches its industrial partners. Rather than funding shipyards alone, defense agencies increasingly invest in the surrounding ecosystem — suppliers, schools and communities — on the theory that a resilient industrial base is built on people as much as facilities. A $250,000 grant aimed at awareness and alignment is small by defense contracting standards, but it targets the front end of the pipeline where the region’s future tradespeople are still deciding what to do after high school.
Northeastern University’s role brought a national research perspective to a regional question. Partnering a major research university with a Gulf Coast institution pairs outside expertise in program design and evaluation with local knowledge of the employers, schools and students involved — a combination regional workforce boards say is more effective than either approach alone.
University officials framed the completed initiative as a foundation for continued collaboration between South, Northeastern and regional partners like Bishop State as the area’s defense and maritime sectors continue to grow. The stakeholder interviews, the working group’s curriculum findings and the student programs funded by the grant are designed to outlast the funding period itself, giving the region a documented baseline of workforce needs and a set of working relationships to build the next round of programs on.
For students weighing those options, the project’s message is straightforward: the region’s shipyards are hiring, the training pathways run through local institutions, and careers that once seemed invisible now come with a map for reaching them — from a high school STEM program, through Bishop State’s trade certifications, into the yards building the Navy’s next fleet.
The four components were designed to reinforce one another. The stakeholder interviews produced the raw intelligence about what employers actually need; the working group translated that intelligence into recommendations for higher education; the Launchpad program built awareness among the students who would eventually fill the pipeline; and the Bishop State partnerships gave interested students a concrete first step. Workforce initiatives often fail when those pieces operate separately — schools train for jobs that don’t exist, or awareness campaigns point students toward pathways that are never mapped — and the grant’s structure was built to close those gaps.
The 100 interviews themselves represent a durable asset for the region. Interview data capturing what shipyard supervisors, training directors and community leaders see as the biggest workforce gaps can inform grant applications, curriculum decisions and economic development pitches for years after the project ends. Regional planners frequently cite the absence of exactly that kind of systematic employer feedback as the weak link in workforce planning, and the grant’s scale allowed the research team to gather it comprehensively.
Shipfitting, pipefitting and welding — the three trades at the center of the Bishop State partnerships — are among the most consistently in-demand occupations on the Gulf Coast. They are also trades where certification matters: shipyards hire against qualification standards, and a completed welding or fitting credential from a community college program can move a graduate directly into a hiring pipeline. That is what makes the community college partnership the practical hinge of the entire project, converting interest generated by the STEM programs into enrollments, and enrollments into qualified candidates for yard jobs.
The STEM Maritime Launchpad’s dual audience — high school students and graduate students — reflected the breadth of the career field. A high schooler might encounter the maritime industry for the first time through a hands-on demonstration; a graduate student in engineering or marine science might discover a research or design career in naval systems. The program’s designers treated awareness as the first rung of a ladder that reaches from a classroom introduction to a professional career in the region’s maritime economy.
The timing of the completed project is also worth noting. Awarded in June 2025 and wrapped over the following year, the initiative ran while the region’s maritime employers were in one of their busiest stretches in a generation, with naval and commercial construction both competing for the same limited pool of certified tradespeople. Conducting the stakeholder interviews during that period gave researchers a picture of workforce needs at their most acute, rather than a snapshot of a slack market.
As the grant closes, the Office of Community Engagement’s work shifts from execution to continuation — publishing what was learned, maintaining the working group’s relationships and positioning the findings for the next phase of investment. University officials have characterized the completion not as an endpoint but as the establishment of a framework the region can build on as the defense industrial base along the Gulf Coast keeps growing.
