MOBILE, Ala. — A state lawmaker representing Baldwin County says the most realistic way to add capacity to the Interstate 10 Mobile Bayway is not to build a new one, but to repaint the one already standing.

It was too big for the State of Alabama to ever begin to handle,” Elliott said.
