GULF SHORES, Ala. — If you live or run a business in Gulf Shores, check your mailbox and inbox. The city is sending registered residents and local businesses another community survey this week, the latest step in a years-long effort to let the people who know Gulf Shores best help decide how it grows.
City leaders say the newest survey will help them identify residents’ goals, measure how community preferences are changing and track progress on the city’s strategic actions. It is part of a broader approach that has defined planning in Gulf Shores for more than a decade: rather than reacting to development as it happens, the city has tried to get ahead of growth by asking residents first.
Planning ahead instead of catching up
Gulf Shores has experienced steady growth, like much of coastal Baldwin County. City leadership has responded with what it describes as a proactive, community-driven approach to municipal planning, relying on regular surveys, public workshops and strategic visioning initiatives to make sure future growth reflects community values.
The city’s earlier strategic visioning work produced significant improvements across Gulf Shores, according to city leaders, including revitalized state park facilities, expanded access to specialty health care, thriving local schools and transformed commercial districts.
Vision 2035: seven pillars
Building on those results, the city launched Vision 2035 to set strategic priorities for the next decade. Through resident input meetings and stakeholder workshops, the community identified seven core pillars to guide long-term development:

To make sure those priorities represented the whole community, the city distributed thousands of surveys and hosted targeted engagement sessions, including a Vision 2035 Business Stakeholder Workshop held in partnership with the Coastal Alabama Business Chamber.
The Gulf Shores Plan: a 20-year roadmap
Vision 2035 set the city’s high-level values. To turn those values into concrete policy, the Gulf Shores City Council initiated The Gulf Shores Plan, a 20-year comprehensive plan that extends through 2045.
A comprehensive plan is a city’s long-range guide for decisions about how land is used and how public investments are made. The Gulf Shores Plan addresses topics including:
- Land use
- Housing
- Transportation
- Urban design
- Public spaces
- Environmental resilience
- Economic development
City leaders and planners stress that a comprehensive plan only succeeds if it reflects the experience of the people who live in the community. That is why resident feedback is a central part of the process.
How residents are being heard
Gulf Shores collects resident input through several channels:
- Interactive public workshops: At open house kickoff events, residents take part in hands-on exercises such as mapping priority areas for outdoor dining, beach access or affordable housing, writing captions for local photographs to share how they see the community, and talking directly with city planners.
- Digital and online surveys: Online tools allow residents to share details about their neighborhoods, traffic observations and growth preferences from home.
- Community ambassadors: The city recruits trusted local representatives from neighborhood associations, schools, businesses and civic organizations to serve as liaisons, helping outreach reach diverse and underrepresented groups.
Plans turning into action
Residents can see the results of the city’s planning in many recent decisions. Gulf Shores is consolidating its police, jail, fleet and courts into a new justice center, reflecting the Public Safety pillar. The city recently opened a new fire training center for Gulf Shores Fire Rescue. City leaders are also weighing updates to zoning rules, including proposed changes affecting home-based businesses and redevelopment in walkable areas, and have discussed new measures for beach parking and crowd safety at special events.
