A 25-year-old Mobile man was shot and killed Wednesday afternoon at an auto glass shop in southwest Mobile, and the man who shot him drove straight to a police precinct to turn himself in.
According to the Mobile Police Department, Evans Bagley, 25, was shot and killed after he started an argument with another man at Chips Auto Glass on Halls Mill Road, near the Crestview neighborhood. At some point during the confrontation, Bagley allegedly pointed a gun at the other man, who shot first. MPD officers responded to the scene at about 3 p.m. and found Bagley dead in the store’s parking lot.
A Shooter Who Surrendered
The person who fired the shots — whom police have not identified — drove himself to MPD’s 2nd Precinct after the shooting and turned himself in, where he was detained for questioning, the department said in a written statement. He had been released from the scene without charges as of Wednesday, pending review.
“At this time, no arrest has been made,” MPD said. “At this time, no further information will be released.”
The Self-Defense Question
Police said the case could be treated as a potential self-defense situation, but they have handed it to the Mobile County District Attorney’s Office for further review — the standard procedure when a shooting death involves a claim of self-defense or when investigators want a charging decision made by prosecutors rather than by officers at the scene.
The referral doesn’t imply an outcome. Cases flow to the District Attorney’s Office before any arrest for several reasons: to evaluate self-defense claims, to assess whether the evidence meets the threshold for charges, and to determine what degree of homicide — if any — the facts support. Under Alabama law, a person who is not engaged in unlawful activity and who is in a place they have the right to be has no duty to retreat before using deadly force in defense of themselves or another person, a legal standard that turns these cases on precise questions of timing, threat and proportionality.
According to MPD’s account, Bagley initiated the argument and at one point pointed a gun at the other man, who shot him first. Those details, if established by evidence, are the kind that typically factor into a self-defense evaluation. The District Attorney’s Office will review witness statements, surveillance footage, forensics and any recovered firearms before deciding whether to present the case to a grand jury, decline charges, or seek an arrest warrant.
MCDA spokesperson Tara Zieman was not immediately available to comment on the case Wednesday morning.

Witnesses who were in the area of Halls Mill Road around 3 p.m. Wednesday — customers, employees of neighboring businesses, drivers passing through — may hold details that clarify how the argument began and how it ended.
Until the review is complete, no charging decision has been made, and the department says it will not release additional information about the case.
