A Mobile City Council committee meant to address a lingering budget shortfall ran more than an hour behind schedule on Monday, and the session ended without a resolution after Mayor Sam Jones rejected a proposal from District 7 Councilwoman Gina Gregory.
The council’s Finance Committee had been scheduled to take up the shortfall issue at its regular time, but the meeting did not get underway until more than an hour later. When it finally convened, members turned to a set of suggestions Gregory had put forward for closing the gap.
Jones rejected Gregory’s proposal, telling the committee it would conflict with regulations set by the Mobile County Personnel Board, the independent body that governs hiring, pay, and employment rules for city and county government workers. Because personnel matters in Mobile fall under the board’s jurisdiction rather than the council’s alone, any fix that touches staffing or compensation must be structured to comply with the board’s rules or risk being unenforceable.
A Recurring Delay
Monday’s session marked the latest in a string of postponements on the shortfall question, according to city officials tracking the committee’s work. With the mayor’s administration and the council still at odds over how to proceed, the committee did not set a firm date for when it would revisit the matter.
The disagreement highlights a broader tension at Mobile City Hall over how much latitude council members have to craft budget solutions that touch city personnel policy, given the Personnel Board’s separate authority over those rules. Residents and city employees affected by the outcome will likely have to wait for a future committee meeting before any changes move forward.
