Little Dauphin Island, the narrow strip of beach, dune and marsh habitat just north of Dauphin Island’s eastern tip, is set for a major rebuild after the Mobile County Commission voted on July 28 to accept $13 million in grant funding for a large-scale restoration project. The plan calls for pumping roughly 1.1 million cubic yards of sand dredged from the Mobile Harbor Ship Channel onto the island, rebuilding about 130 acres of beach and dune habitat that has eroded over the years.
The approval marks one of the more significant coastal restoration commitments in the Mobile Bay region in recent memory, and it comes without requiring any matching contribution from local taxpayers.
Where the Money Comes From
The $13 million package is made up of two separate grants. The larger share, $10 million, comes from the National Fish and Wildlife Foundation’s Gulf Environmental Benefit Fund, which distributes money collected through legal settlements tied to the 2010 Deepwater Horizon oil spill. The remaining $3 million comes from the National Coastal Resilience Fund, a program Congress created in 2018 specifically to help coastal communities strengthen natural defenses against storms, flooding and erosion.
Because both grants are fully funded by outside sources, Mobile County will not need to draw on its own budget to carry out the restoration work, a detail commissioners highlighted as they approved the funding.
Turning Dredged Sand Into Habitat
The restoration relies on a practice known as beneficial use of dredged material, in which sediment removed during routine maintenance of shipping channels is repurposed for environmental projects rather than being disposed of elsewhere. The Mobile Harbor Ship Channel requires regular dredging to keep it navigable for the vessels that move through the Port of Mobile, and that work generates large volumes of sand and sediment that must go somewhere.
Rather than treating that material as waste, the project will place it directly onto Little Dauphin Island, rebuilding beach and dune elevations that have been worn down by storms, tides and rising seas over time. Officials involved in the project describe it as a way to align two goals that don’t always overlap: keeping shipping channels open for commerce while simultaneously restoring degraded natural habitat.
Why Little Dauphin Island Matters
Though it may be less familiar to visitors than Dauphin Island itself, Little Dauphin Island performs an outsized ecological role along Alabama’s coast. The island’s mix of beach, dune, intertidal flat, salt marsh and submerged aquatic vegetation provides feeding and nesting grounds for migratory birds and shorebirds, along with habitat for numerous fish species. It also supports the piping plover, a small shorebird protected under the federal Endangered Species Act that relies on undisturbed coastal flats for wintering and foraging.
A portion of the island lies within the boundaries of the Bon Secour National Wildlife Refuge, adding another layer of federal interest in its long-term health. Barrier islands and their associated marshes like this one also serve as a first line of defense for the mainland, absorbing wave energy and storm surge before it reaches more developed shorelines.
Protecting Nearby Infrastructure and Habitat
Beyond its ecological value, the restored island is expected to provide a physical buffer for more than 800 acres of adjacent estuarine habitat, helping shield those wetlands from erosion and wave action. The project is also designed to help safeguard nearby infrastructure that residents and visitors rely on regularly, including the Billy Goat Hole boat ramps and the route used by the Dauphin Island-Fort Morgan Ferry, which carries vehicles and passengers across Mobile Bay.
By rebuilding the island’s elevation and footprint, officials expect the project to reduce the pace of erosion that has gradually chipped away at the landform, helping preserve both the habitat it supports and the infrastructure that depends on a stable shoreline nearby.
A Multi-Agency Partnership
The restoration effort brings together a wide range of partners, including the Mobile County Commission, the U.S. Army Corps of Engineers, the Alabama Department of Conservation and Natural Resources, the U.S. Fish and Wildlife Service, and the Town of Dauphin Island’s municipal government. Each agency brings a different piece of expertise to the project, from managing the dredging operations to overseeing habitat and species protections.
Commissioner Randall Dueitt pointed to that collaboration as central to the project’s success, saying the initiative shows how environmental restoration and economic development can work hand in hand through strong partnerships and the beneficial use of dredged material.
Alabama Department of Conservation and Natural Resources Commissioner Chris Blankenship said his agency has pushed for the project for years. “Healthy barrier islands are a first line of defense for Alabama’s coast, and Little Dauphin Island plays an important role in protecting Alabama’s coastal ecosystems while supporting boating, fisheries and recreation,” Blankenship said. “ADCNR has been advocating with NFWF, Mobile County and the Corps of Engineers on this project for several years. When state, federal and local partners work together to achieve a shared goal, large-scale projects like this that no one entity can accomplish alone are possible.”
Dauphin Island Mayor Jeff Collier said the restoration carries added weight for the town, whose namesake barrier island sits just south of the project site. “Little Dauphin Island is part of what makes this community so special,” Collier said. “Restoring it helps protect the place we call home while preserving our coast for future generations.”
Building on Past Coastal Restoration Work
The Little Dauphin Island project is not an isolated effort. It builds on a series of earlier coastal restoration initiatives along Alabama’s Gulf Coast that have similarly used dredged sediment and federal or settlement-derived funding to rebuild eroding barrier islands and wetlands. Those prior projects have helped establish the partnerships and permitting processes now being applied to Little Dauphin Island, and they offer a track record officials point to when explaining why beneficial-use projects like this one are considered a reliable restoration approach along the Gulf.
A specific construction timeline for the dredging and placement work has not yet been announced. As with similar projects, the schedule will likely depend on coordination with the Army Corps of Engineers’ ongoing channel maintenance dredging cycles, as well as permitting and environmental review requirements tied to the sensitive habitats involved.
Little Dauphin Island’s restoration is a useful case study in how Alabama’s barrier islands are managed at a moment when the cumulative pressures of erosion, sea-level rise, and storm activity are accelerating. The Mobile Bay entrance system, which includes the main ship channel, the Sand Island Lighthouse area, and the chain of barrier islands that stretch west toward the Mississippi Sound, is one of the most heavily engineered natural systems on the northern Gulf Coast. Each piece of that system interacts with the others, and decisions about how to dredge, where to put the sand, and which islands to rebuild have consequences for navigation, storm protection, and the ecological health of Mobile Bay as a whole.
The National Fish and Wildlife Foundation’s Gulf Environmental Benefit Fund is one of the most significant conservation funding streams to come out of the Deepwater Horizon oil spill. The fund was created as part of the criminal plea agreements with BP and Transocean, and it directs a portion of the penalties collected by the federal government and the Gulf states into long-term environmental restoration projects across the five Gulf states. Alabama has received substantial Gulf Environmental Benefit Fund grants over the past decade, supporting projects from oyster reef restoration in Mobile Bay to marsh creation in coastal watersheds. Little Dauphin Island fits squarely within the kind of large-scale, multi-year restoration the fund was designed to support.
The National Coastal Resilience Fund, established by Congress in 2018, is a more recent addition to the funding landscape. It is administered by the National Fish and Wildlife Foundation in partnership with the U.S. Fish and Wildlife Service and the National Oceanic and Atmospheric Administration, and it focuses specifically on projects that reduce coastal flood risk and improve the resilience of natural systems. The $3 million that Little Dauphin Island is receiving through that program reflects a growing federal interest in using natural infrastructure — beaches, dunes, marshes, and barrier islands — as a complement to traditional hard structures like seawalls and levees. Barrier islands in particular are recognized as a cost-effective first line of defense against storm surge, which is one of the most damaging impacts of tropical storms along the Gulf Coast.
Beneficial use of dredged material has become the dominant approach to large-scale coastal restoration in Alabama and across the Gulf Coast. The basic idea is that the federal government, through the U.S. Army Corps of Engineers, is already spending significant money every year to keep shipping channels navigable. That work involves removing millions of cubic yards of sediment, and that sediment has to go somewhere. In the past, much of it was dumped in offshore disposal sites, which meant that valuable sand was being placed far from the beaches and marshes that most needed it. Beneficial use programs redirect that material to nearby restoration projects, effectively turning a routine maintenance cost into a habitat restoration opportunity.
The Mobile Harbor Ship Channel, which connects the Port of Mobile to the Gulf of Mexico through the Mobile Bay entrance, is one of the busiest navigation channels on the northern Gulf Coast. The Port of Mobile has grown substantially in recent years, with the Army Corps of Engineers working to widen and deepen the channel to accommodate larger container ships. Each maintenance dredging cycle produces large volumes of sand, and the Corps, the state, and the Mobile County Commission have been working for years to find restoration uses for that material. The Little Dauphin Island project is one of the larger beneficial use projects to come out of that coordination, and the partnerships that made it possible are the same ones that the Corps and the state have used on earlier projects along the Alabama coast.
For the ecological systems around Little Dauphin Island, the restoration is significant on a number of levels. The Alabama Gulf Coast hosts some of the most important shorebird habitat in the southeastern United States, particularly for species like the piping plover, which winters on coastal flats from the northeastern United States and Canada. Loss of beach and dune habitat to erosion reduces the amount of available foraging and roosting area for these birds, and restoration projects can play an important role in supporting the recovery of the species. The 130 acres of beach and dune habitat that the project will rebuild is a meaningful addition to the local habitat base, and the project’s emphasis on keeping the area within the Bon Secour National Wildlife Refuge means that the restored habitat will be protected for the long term.
The infrastructure that benefits from the restored island is also part of a broader pattern along Alabama’s coast. The Dauphin Island-Fort Morgan Ferry is a critical connection between the Mobile Bay area and the Gulf Shores-Orange Beach resort market, and any disruption to the ferry route has ripple effects across the local economy. The Billy Goat Hole boat ramps are a popular launching point for recreational fishing and access to the Mobile Bay entrance. Both of those facilities are vulnerable to erosion and storm damage, and the restored island is expected to provide a measure of protection that has been missing for several years.
The broader context is that coastal Alabama is in the middle of a long, expensive conversation about how to manage a coastline that is changing faster than at any point in the modern record. Sea-level rise in the northern Gulf has been accelerating, and the storms that have crossed the coast in recent years — including Hurricane Sally in 2020 — have made the case for large-scale restoration more urgent. The Little Dauphin Island project is one of several along the coast that attempt to use dredged material and federal funding to keep up with that pace of change, and it is likely to be followed by additional projects in the coming years as the available funding continues to flow and the science of coastal restoration continues to mature.
